December 14-15, 2010, in "Grand Hall Sophia" Hotel "Premier Palace" (Kyiv, Ukraine), the International Conference "Customs Union - Ukraine: prospects, risks and opportunities."
The conference was devoted to changes in the external economic relations of the Customs Union (Belarus, Kazakhstan, Russia) and Ukraine, due to the start of the Customs Union and the entry into force of the Customs Code of the Customs Union.
The organizers of this international meeting were - Bar association Customs & Corporate Lawyers (Russia) and the law firm "Kurochkin and Partners" (Ukraine). The conference was held with the support and participation of Customs & Corporate Lawyers, Expert Council on customs regulation of the State Duma of the Russian Federation and the Secretariat of the Commission of the Customs Union of the EurAsEC.
The need for such a conference was due to several factors, including the fact that at the present time in the Customs Union and Ukraine have developed different mechanisms of regulation of economic relations. After the start of the Customs Union questions the relationship of the Customs Union and Ukraine may undergo changes. It is necessary to remove potential barriers to the free movement of goods and services between countries. At the same time remains relevant and the subject of Ukraine's membership in the Customs Union of the EurAsEC. In this case, any changes in the legal regulation of foreign economic activity must be accompanied by informing the business community.
The main topics of the Conference were the issues of creating conditions for business performance for both foreign and domestic producers and traders, integration into the global and regional infrastructure, basic tools to protect the rights and interests of business at the national and supranational levels, customs regulation and competition in the regional and global markets, topical issues of enforcement of the customs legislation of EurAsEC intergovernmental agreements and fundamental decisions of the Commission of the Customs Union, have changed the rules of foreign trade activities in the three member states of the Customs Union, regional and international aspects of cooperation and its legal basis; risks, opportunities and prospects, as well as the peculiarities of the legal regulation of the movement of goods through the customs border, in particular: electronic declaration and use of new technologies in the management of foreign trade, and of course, foreign investment in Ukraine and possible full participation of Ukraine in the Customs Union of the Eurasian Economic Community (now Ukraine has observer status).
These and many other questions about the implementation of the strategic objectives of development of foreign trade activities, as well as forecasts, assess the possibilities, conditions and risks of proposed projects, best practices and best practice Russian, Ukrainian and international companies - have been the focus of the Conference.
The International Conference was attended by the executive secretary of the Customs Union Commission S. Glazyev, head of the State Committee on Science, Innovation and Informatization of Ukraine V. Kurochkin, member of the Academy of Sciences of Russia and Ukraine, the developers legislation EurAsEC Customs Union, representatives of the Embassy and the Trade Representation of Russia in Ukraine, Ukrainian Chamber of Commerce, as well as many other prominent representatives of the expert community in Russia, Ukraine and CIS countries, economists, representatives of the customs authorities of the Customs Union and Ukraine, the Ukrainian judiciary, regulatory services and certification and standardization bodies, top managers and middle managers of Ukrainian and Russian corporations and enterprises, Russian and Ukrainian customs brokers, lawyers and representatives of financial institutions, non-governmental organizations and professional associations, shareholders and investors, business owners, individuals, make strategic decisions, leading experts and analysts in the field of foreign trade and legislation EurAsEC Customs Union, specialists and experts from regional and international level. In total, the two-day conference was attended by about 200 people. As was noted by the participants of the conference - the path of integration, in addition to its obvious undeniable positivity as such, aims also to ensure that restore process communication, cooperative chains that after the collapse of the Soviet Union were lost. It is very important for high-tech industries such as energy, petrochemicals, aviation complex. Thus, Ukraine's accession to the agreements that have been reached in the Customs Union partners, will remove existing barriers, to expand trade and economic cooperation to increase the effectiveness of foreign economic activity. "According to the calculations, which are designed by us, taking into account the figures of the European Union, GDP growth in Ukraine, to participate in the Customs Union of Kazakhstan, Russia and Belarus will be 1.4-1.5% of GDP annually. The economic and social benefits we get only from the deep integration based on national interests and alignment of the imbalances that between us there, and on barriers and restrictions on price. They have to be removed ", - said Deputy economy Minister Valeriy Muntiyan.
As noted by Konstantin Kurochkin, the head of the Bar association Customs & Corporate Lawyers - the company organizing this International Conference: "As you know, Belarus, Russia and Kazakhstan, in fact, form a single customs territory. Keep going integration processes. It is clear that the law has changed. And Ukrainian participants in foreign economic activity should be clear what changes have occurred. Explain and illustrate these changes was one of the main objectives of the conference. At this meeting it was also clearly stated the interest of the partners in the Customs Union - Russia, Belarus and Kazakhstan - consider acceding to the agreements of Ukraine. Risks, opportunities and prospects of Ukraine, as well as the possibility of the EurAsEC Customs Union - is a significant part of the issues discussed at the conference. By the way, the conference also discussed the issue of Ukraine's accession to the EU. It is clear that joining the EU - a distant prospect for Ukraine and Russia. But it is also clear that the integration processes within the EurAsEC are positive, slowly (with emphasis on quality), some things have worked out quite well. This is noted by all the participants of the conference, including - and Ukrainian".
Conference participants and media representatives noted an interesting presentation by a representative of the Institute of Economic Forecasting RAS F. Klotsvog, which deals with the calculation of the effect of the integration of Ukraine or not to participate in the Customs Union. Calculations scenario study the possibilities and prospects of Ukraine's participation in the Customs Union show that the effect, in the case of Ukraine's accession to the agreements on the Customs Union, is large enough. Ukraine's GDP increased by an order, that is, six percent by 2015.
