On December 14-15, 2010, in the «St. Sophia Grand Hall of the Premier Palace Hotel (Kiev, Ukraine) took placed the International conference «Customs Union - Ukraine: prospects, risks and opportunities».
The conference was devoted to changes in foreign economic relations of the countries of the Customs Union (Belarus, Kazakhstan, Russia) and Ukraine, due to the beginning of functioning of the Customs Union and the entry into force the Customs code of the Customs Union.
The organizers of this international meeting was Customs & Corporate Lawyers, Bar association Customs & Corporate Lawyers (Russia) and the Law company «Kurochkin and partners» (Ukraine). The conference was held with support and participation of Expert council on customs regulation of the State Duma of the Russian Federation and the Secretariat of the Commission of the Customs Union of the EurAsEC.
The need for such a conference was due to several factors, including the fact that in the countries of the Customs Union and Ukraine have developed different mechanisms of regulation of economic relations. After the beginning of functioning of the Customs Union relations and other issues of the Customs Union and Ukraine may undergo changes. It is necessary to eliminate possible obstacles to the free movement of goods and services between countries. At the same time remains important topic of possibility of Ukraine's membership in the EurAsEC Customs Union. However, any changes in the legal regulation of foreign economic activities should be accompanied by informing the business community.
The main topics of the conference were issues of creating conditions ensuring the effectiveness of business for foreign and domestic producers and traders, integration into the world and regional infrastructure, the basic tools of protection of the rights and interests of business at the national and subnational levels, for customs regulation and competition in regional and global markets, topical issues of the enforcement of the customs legislation of the EurAsEC interstate agreements and the decisions of the Commission of the Customs Union, which changed the rules of foreign trade in the three states-participants of the Customs Union, regional and international aspects of cooperation and its legal basis; risks, opportunities and prospects, as well as peculiarities of legal regulation of movement of goods through the customs border, in particular, electronic declaration and use of new technologies in management of foreign economic activity, and of course, foreign investments in Ukraine and possible full-fledged participation of Ukraine in the Customs Union of the EurAsEC (currently Ukraine has observer status).
These and many other questions of realization of strategic tasks of development of foreign economic activity, as well as forecasts, assessment of the possibilities, conditions and risks of the prospective projects, advanced experience and practice of the best Russian, Ukrainian and international companies were the focus of work of the conference.
The International conference was attended by: Executive Secretary of Commission of Customs Union S. Glazyev, Chairman of the State Committee on science, innovation and Informatization of Ukraine V. Seminozhenko, Deputy Minister of economy of Ukraine V. Muntiyan, Members of Expert Council on customs regulation of the State Duma of the Russian Federation O. Kurochkina, K. Kurochkin, M. Lyakisheva, members of Academies of Sciences of Russia and Ukraine, the developers of the legislation of the EurAsEC Customs Union, representatives of the Embassy and trade mission of Russia in Ukraine, the CCI of Ukraine, as well as many other prominent representatives of the expert community of Russia, Ukraine and CIS countries, economists, representatives of customs bodies of the states-participants of the Customs Union and Ukraine, judicial bodies of Ukraine, controlling bodies and bodies of certification and standardization, top and middle managers of Ukrainian and Russian concerns and enterprises, Russian and Ukrainian customs brokers, lawyers and representatives of financial institutions, public organizations and professional associations, shareholders and investors, business owners, policy-makers, leading experts and analysts in field of foreign economic activity and legislation of the Customs Union of the EurAsEC, specialists and experts from the regional and international level. The two-day Conference was attended by about 200 people. The progress of the work of the International conference «the Customs Union - Ukraine: prospects, risks and opportunities» was covered by 20 mass media of Russia, Ukraine and other countries.
As noted by the participants of the conference - the path of integration, apart from the obvious undeniable positivity as such, aims and even to restore technological connection, cooperation of the chain, which after the collapse of the Soviet Union were lost. This is very important for high-tech industries, such as energy, petrochemistry, and aviation complex. Thus, Ukraine's accession to agreements reached partners in the Customs Union will remove the existing barriers, expand trade turnover and increase the effectiveness of economic cooperation of participants of foreign economic activity. "According to the calculations that have been developed with account numbers of the European Union, the growth of GDP of Ukraine, from participation in the Customs Union of Kazakhstan, Russia and Belarus will amount to 1.4-1.5% of GDP annually. Economic and social benefit we get from deep integration, taking into account national interests and align those imbalances that is between us, and barriers, and to price caps. They should be removed", - Deputy Minister of economy of Ukraine Valeriy Muntiyan.
As was noted by Konstantin Kurochkin, head of the Bar association Customs & Corporate Lawyers - company-organizer of this International conference: «As is known, Belarus, Russia and Kazakhstan, in essence, form a single customs territory. Keep going integration processes. It is clear that the legislation has changed. And Ukrainian participants of foreign economic activity should be clear what changes have occurred. Explain and illustrate these changes was one of the main tasks of the conference. At this meeting it was also told about the interest of partners in the Customs Union - Russia, Belarus and Kazakhstan - consider acceding to the agreements of Ukraine. Risks, opportunities and prospects of Ukraine, as well as possibilities of development of EurAsEC Customs Union, were a significant part of the issues discussed at the conference. By the way, at the conference also was discussed the question of Ukraine's joining the EU. It is clear that EU membership is a distant prospect for Ukraine and for Russia. But it is also clear that integration processes within the EurAsEC are positive, calm (with a focus on quality), some of the points already quite successfully worked out. This is noted by all participants of the conference, including Ukrainian».
The conference participants and the mass media was mentioned a very interesting speech of the representative of the Institute of national economic forecasting of RAS F. Klotcvoga, which is engaged in the calculation of the integration of the effect of participation or non-participation of Ukraine in the Customs Union. Calculations scenario study opportunities and prospects of Ukraine's participation in the Customs Union show that effect, in the case of the accession of Ukraine to the agreements on the Customs Union is quite big. GDP of Ukraine increased significantly, i.e. by six percent by 2015.
