News of the customs control: changes in the implementation of customs operations and customs control, put forward by the expert community and businesses have found understanding with the Ministry of Economic Development
August 20, 2014 at the Ministry of Economic Development of the Russian Federation held a meeting on the examination of the order of FCS of Russia on February 18, 2010 № 317 "On approval of the list of customs authorities carrying out customs operations and customs control of goods in accordance with the Order of the Federal Customs Service of Russia on April 22, 2011, the number 845 ".
On behalf of the Chamber of Commerce of the Russian Federation from the international partner network of law firms Customs & Corporate Lawyers attended the meeting Irina Vakhterova - Legal Director of Corporate Lawyers Group, a member of the board of Russian Chamber of Commerce on Customs Policy.
The meeting was also attended by leading experts in the field of customs regulation, attracted by the Ministry of Economic Development of the Russian Federation for the legal assessment of the said act of FCS of Russia. It was about the possibilities of "remote release of goods", allowing participants of foreign economic activity significantly save time and money during customs clearance, as well as the negative impact of certain acts of the Federal Customs Service of Russia for the process. Following the meeting, it was decided that further work in this direction.
The work was conducted as part of the resolution of the Government of the Russian Federation of December 17, 2012 № 1318 "On the order of the federal executive bodies, regulatory impact assessment of draft regulations, draft amendments to the draft federal laws and draft decisions of the Council of the Eurasian Economic Commission, as well as the introduction of amendments to certain acts of the Government of the Russian Federation. "
As noted by Irina Vakhterova: "The need for such work with the participation of experts, including representatives of business, is long overdue, and, of course, regulatory impact assessment of regulatory legal acts according to the community is an essential step towards civilized relations between business and customs."
