Vice-President of the international partner network of law firms Customs & Corporate Lawyers - Oksana Kurochkina took part in the regular meeting of the Council of the Chamber of Commerce of the Russian Federation on Customs Policy
March 31, 2014 at the Chamber of Commerce of the Russian Federation, a regular meeting of the Council Chamber of the Russian Federation on Customs Policy. They will address questions about the problems of the declaration of transit procedures; on ways to improve the order of crediting of overpaid or overcharged amounts of export duties on account of future customs payments; on ensuring payment of customs duties and taxes in respect of goods transported in accordance with the customs procedure of customs transit.

During the meeting, Oksana Kurotshkina raised the issue of the need for order offsetting (deduction) of excise duties on import of goods into the territory of one state - a member of the Customs Union with the territory of another state - a member of the Customs Union.
Union of Russia, Belarus and Kazakhstan in the Customs Union and the Common Economic Space, according to the creators, primarily aimed at increasing the well-being of their populations through the empowerment of trade in goods and services and increase the competitiveness of their economies.
But, as noted in his report Oksana Kurochkina, is a practicing lawyer, Deputy Head of Bar association Customs & Corporate Lawyers, and are familiar with the indicated issues - today these opportunities are limited number of significant barriers related both to the organization of economic activities within countries, and trade barriers that arise at the boundaries between countries.
One of these barriers to the proper functioning of the Single Economic Space, lies in the field of indirect taxation and connected with excise. In fact, it leads to double taxation of business entities and creates a barrier to mutual trade, which ultimately prevents the free movement of goods within the Customs Union.
According to the results of the report Oksana Kurochkina, referring to current topics - the Council of the Chamber of Commerce of the Russian Federation on Customs Policy decision was made to closer examination of the issue and consider it at the next meetings of the Council.
